I Will Pour Out My Spirit on All
Joel 2:28–29

Joel is believed to be the oldest book of the Minor Prophets. His prophecies are directed against the kingdom of Judah, to make Judah aware of the fact that the Lord God is ultimately in charge over lands, nations, and in a special way over His wayward people. His name, Joel, means “one whose God is Jehovah.” He is a reminder, and a rebuke, to Judah of the fact that they have not been true to Jehovah. Therefore, they are about to experience the inevitable judgments that their unfaithfulness has brought upon them.

In 1:14–16, Joel proclaims the day of Lord is at hand. The clear evidence to an agricultural people is the lack of rain which results in an ecological disaster-famine in the land. The famine is a way to get the people’s attention that they are not walking with God.

Although men today would explain drought and devastation upon land as simply a “freak of nature,” time and again the Bible points to man in his sinfulness as the chief cause of the effects upon the land (Gen. 6:11–13; Deut. 28:15,23–24; 2 Chron. 7:12–14; Isa. 24:4–6). Joel tells of the Valley of Decision that refers to the judgment of nations when Christ returns (3:14). However, in the midst of these judgments, there are promises of a revived land and people.

Joel foretold of the outpouring of the Holy Spirit upon all flesh (2:28–29), and that, “before the coming of the great and awesome day of the Lord … whoever calls on the name of the LORD shall be saved” (2:31–32).

All revivals start with an awareness that we are far from God, but it does not stop there. When God’s prophets speak, it is an invitation from God to repent before ultimate destruction comes upon them.

Baptism of the Holy Ghost

“Find out what are the Bible evidences of the Baptism of the Holy Ghost.” This was the assignment Charles Parham gave to the young students of his Bible College of Bethel late In 1899. This innocent directive planted the roots of what has now become the most powerful movement in modern missions. Completing this study, his students concluded that the single common physical evidence of this power was the one miracle gift unique to the New Testament: the gift of “other tongues.” And some sincerely set themselves to seek God for it.

Parham recounts the following:

Leaving the school for three days at this task, I went to Kansas City for three days’ service. I returned to the school on the morning preceding the Watch Night services in the year 1900. At precisely the dawn of the 20th Century, on January 1, 1901, the Holy Spirit fell on one of the praying young women of the Topeka Kansas Bible School, Agnes Ozman, who both spoke and wrote (appropriately for a work that would launch a massive missions movement towards completing the Great Commission) in Chinese.

At about ten o’clock in the morning I rang the bell calling all the students into Chapel to get their report on the matter in hand. To my astonishment, they all had the same story, that while there were different things that occurred when the Pentecost blessing fell, the indisputable proof of each occasion was that they spoke with other tongues. About seventy-five people beside the school, which consisted of forty students, had gathered for the Watch Night service. A mighty spiritual power filled the entire school.

Agnes asked that hands might be laid upon her to receive the Holy Spirit as she hoped to go to foreign fields. At first, I refused not having the experience myself. Then being further pressed to do it humbly in the name of Jesus, I laid my hand upon her head and prayed. I had scarcely repeated three dozen sentences when a glory fell upon her, a halo seemed to surround her head and face, and she began speaking in the Chinese language, and was unable to speak English for three days. When she tried to write in English to tell us of her experience, she wrote the Chinese copies of which we still have in newspapers printed at that time.
